The U.S. Geological Survey estimates that 90 billion barrels of oil, 44 billion barrels of natural gas liquids and 1,670 trillion cubic feet of natural gas are recoverable in the frozen region north of the Arctic Circle. And the fight over who owns those resources may turn out to be the most important territorial dispute of this century. Russia, Canada, the United States, Denmark, Norway, Sweden, Iceland and Finland all have a stake in the Arctic’s icy real estate. But both the exploration, and the likely drilling at the top of the Earth, have scientists deeply concerned. One reason: Global warming has hit the Arctic’s plant and animal life ferociously. The stresses and possible pollution caused by drilling only increase the risks. "The ecosystem that is there has been protected by thousands of years of ice. BOGOTA, Colombia (CNN) Colombia will freeze prices for gasoline and other petrofuels through March, the government has announced. The freeze takes effect Thursday and sets prices at December levels, the minister of mines and energy said Monday.  The measure will be funded through a $170 million Fund for the Stabilization of Prices for Combustibles, which goes into effect January 1, a release on the Colombian president’s Web site says. "All this is being done to give consumers a clear signal of stability," Minister of Mines and Energy Hernan Martinez Torres is quoted as saying in El Pais newspaper.

(CNN) — Jackson Hole Mountain Resort in Wyoming closed briefly Monday because of an avalanche, two days after a different avalanche killed a man there..con’t

Monday’s avalanche happened at 9:30 a.m., before the slopes were open to the public, and no one was hurt, the resort said. The statement said the resort had closed. But by about noon, resort spokeswoman Anna Olsen said some lower lifts had opened. On Saturday, two skiers were swept down a snow path when the slope they were on failed. One of them, David Nodine, 31, was buried and killed. The resort said he was wearing a helmet and an avalanche transceiver, which allows authorities to find a buried skier………………………con’t

Olsen said the resort has received "an enormous amount of snow in the last eight days," calling it an "unusual phenomenon for this area."

(CNN) — A report to Congress that requests $73.2 billion to pay for infrastructure projects around the country includes plans for a polar bear exhibit, an anti-prostitution program, a water park ride, zoos, museums and aquatic centers, CNN has found.    The U.S. Conference of Mayors went to Capitol Hill earlier this month with a report listing 11,391 infrastructure projects proposed by 427 cities. The mayors claimed the proposal would create 847,641 jobs in 2009 and 2010.
